On June 9th, eight vendor teams submitted proposals in response to the Request-For-Proposal for a statewide orthophotography program. Two vendors were scheduled for shortlist presentations. The Committee hopes to make a decision by the end of August, and have a vendor under contract this fall.
A Request-For-Proposal for a statewide orthophotography program was released to the public on May 14th. Many thanks to members, who wrote, edited and reviewed multiple drafts of the RFP. The goal is to acquire photos for 1/3 of Indiana per year in an ongoing rotation starting in 2011. Vendors were asked to provide price quotes for leaf-off color orthos at 18-inch (base), 12-inch, 6-inch and 3-inch pixel resolution. Local cities and counties will be able “buy-up” from the base product. Vendors were also asked for quotes for ECWs, DEMs, LiDAR & CIR; and were encouraged to provide quotes on extras, e.g., planimetrics, feature extraction, breaklines, contours, spot elevations, true orthos, oblique photos, stereo photos, etc. We received 23 questions from 7 vendors on May 20th; answers were posted on May 26th. Eight proposals were received by the June 9th deadline. A subcommittee is now reviewing these proposals. It is the intent to have a contract in place by late summer. A subgroup continued its work to develop a request for proposal for a statewide orthophotography program. A draft RFP is finished and being reviewed by the State.
The Orthophotography Workgroup met on January 28th to discuss opportunities for 2010 and 2011 photography. The State GIO, IGIC Executive Director, and other Workgroup members continue to research funding, prices and alternative products (satellite, national web-map providers, etc.). A two-page brochure was written to describe the statewide ortho program benefits and costs. A one-page version of “The IndianaMap Needs You” article was written to describe funding needs and potential sources. Both of these brochures are designed for the Indiana legislature and other decision-makers.
Work continues on the draft RFP, with an anticipated final review by the Committee near the end of February, and completion in March. The goal of the RFP will be to have a repeating three-year cycle flying a vertical pattern. Some of the funds have been identified. The plan is to have 18 inch resolution with an opportunity to cost share with counties that are already planning orthos and possibly discount their expense and the counties could upgrade to 12 or 6 inch resolution. The plan is to have a spring 2011 start date.

The Orthophotography Workgroup met on September 11th to discuss our opportunities for 2010 photography and how to proceed with the request for proposal (RFP). The RFP has been outlined, and work continues on the draft. A 2-page brochure, designed for the Indiana legislature, has been written to describe the statewide ortho program benefits and costs. The State GIO, IGIC Executive Director, and other workgroup members have been researching funding, prices and alternative products (satellite, national webmap providers, etc).
The Workgroup did not meet this period. We will be scheduling a meeting for early September.

The document is now in a form which could be quickly modified to become a Request-for-Proposal, with deliverables to include a one-time LiDAR/DEM project for the whole state, and a 3-year cycle of 1-foot color orthophotography with opportunity for buy-ups to 6-inch pixels.
In anticipation of a request by the State Administration or Legislature, the Workgroup decided to produce a detailed plan for an ongoing program to collect elevation and aerial photography. Research included study of other states’ efforts, Imagery for the Nation, FGDC plans, Elevation for the Nation, and a collection of historic costs for elevation and aerial photography projects in Indiana. A draft of the document was released to the Workgroup in August, and the excellent comments and recommendations were added.

No meeting is currently scheduled. Phil Worrall has taken ownership of the current document as a new -psw version and will make the changes discussed at the last meeting.
The orthophotography workgroup has met twice (May 16th and June 13th). The group determined that the goal should be 6-inch color photography for the whole state, and that a LiDAR project should be included in the program. A program plan has been drafted and is being reviewed by editors. A copy will be provided to the Workgroup for review within a couple of weeks. Budgetary figures for photography and LiDAR are being assembled from recent projects around the state, and these estimates will be included in the final program plan delivered to the IGIC Board.
The Orthophotography Workgroup met on May 16 to discuss a process for an ongoing statewide program for aerial photography. About 30 people attended and several people joined via conference call. The group consensus was that an ortho program was valuable, but there are many political and funding hurdles ahead. A subgroup is scheduled to meet June 13 to begin development of a program plan.
The Farm Service Agency (FSA) has recently released the 2007 NAIP (National Agriculture Imagery Program) Indiana GeoTiffs. Nathan Eaton with the Indiana Geological Survey has ordered a copy of the images for $1,182. Like the 2006 NAIP dataset, the 2007 is missing 6 quarter-quads in Marion and Martin Counties. Indiana University will provide access to the individual geotiff images via the Indiana Spatial Data Portal. IU also will make them available as an ArcSDE layer and ArcIMS service. The resolution is two meters.
